PROFILE: Patrick C. Wilson is an administrator, international observer, trainer and speaker

Dr. Patrick C. Wilson serves as the Administrator of Blacks In Government (BIG) -Africa Partnerships Secretariat (BAPS).

BAPS overall mission involves providing African governments, public and private sectors, with infrastructure export-ready tools and train-the- trainer programs essential for the successful export of agricultural products to the United States. The unique positions held over twenty-nine years as a U.S. Food and Drug Administration first line, mid and senior level manager, has enabled him to transfer knowledge and expertise in the areas of International Mutual Recognition Agreements (MRA), U.S. Department of State’s Middle East Partnership Initiative (MEPI) and Equivalency Agreements (EA), compliance, investigation, analytical and research laboratories in pharmaceutical, food and microbiological chemistry regulations/laws to U.S. government departments/agencies, private sector and the international community.

He has given numerous regulatory and capacity building infrastructure presentations to government, private sector, academia and civil societies in/to Afghanistan, Angola, Bahrain, Brazil, England, Egypt, Ghana, Haiti, India, Jordan, Kenya, Lebanon, Liberia, Malawi, Morocco, Nigeria, Russia, Senegal, South Africa, Switzerland, Turkey, Uganda as well as conducted observed inspections/assessments in many of these countries.

Patrick C. WilsonHe conducted regulatory Sanitary Phytosanitary (SPS)/Technical Barriers to Trade (TBT) seminars to/for U.S. African Trade Hubs, such as “Overview of the U.S. Regulatory Framework” for the Southern Africa Global Competitiveness Hub in South Africa (2005), and “The Importance of Regulatory Packaging ” for the Eastern Africa Global Competitiveness Hub in Nairobi, Kenya (2010). He also presented the following regulatory SPS/TBT seminars: “Demystifying U.S. AGOA and Agriculture Exports” (2009), “Critical Strategies for Agriculture Food Production and Market Acceleration” at the Roundtable Forum for the 2010 Ronald H. Brown African Affairs Series on September 14, 2010, and the “African Agribusiness-Recipe, Rules and Regulations for Agribusiness Exports and Imports” (June 23, 2010), facilitated by The Africa Trade Office (Prince George’s County Maryland Economic Development Corporation). He developed, organized and presented on February 14 and 15, 2011, the “U.S.-Africa Open for Agribusiness Partnerships Forum: Critical Partnership Strategies for Agriculture Food Production and Market Acceleration” convened at the February 14-16, 2011, U.S.-Africa Business Leader’s Convention, Las Vegas, Nevada, “Mother Africa Opening for Business Forum” at the 2011 Blacks In Government National Training Conference, Boston, Massachusetts, August 23, 2011, and most recently, “The Impact of the African Growth and Opportunity Act (AGOA) on Africa and America: More or Less” at the 6th Kwara State Association of Nigeria (KSANG) National Convention Business Forum, Gaylord National Hotel & Convention Center, National Harbor, Maryland, on July 6, 2012.

At the request of the Government of the Republic of Angola, Dr. Wilson developed and introduced the Angola Project. This project specifically targets coffee, seafood, and timber for regulatory infrastructure capacity building and sustainability export ready preparedness for successful export to the U.S.

Dr. Wilson created a comprehensive Export Ready train-the-trainer curriculum for the Cameroonian government, coffee producers, academia and Civil Society at the request of The Africa Trade Office (Prince George’s County Maryland Economic Development Corporation).
